Step 1) Open control panel and click on Administrative Tools "Control Panel\All Control Panel Items\Administrative Tools", you will see many list of tools there double click on Computer Management.
Step 2) Click on Local User and Groups and and you will see two options USER and GROUPS right click on user and select new user
Step 3) Provide the details with username and password and press create.
Steps 4) Restart your system and login with username and password.
